Our Online or Offline Services is strictly for the preparation of Power of Attorney (PA) relating to Housing & Development Board flats' (HDB flats) in Singapore.

You can appoint almost anyone to be your Attorney. But as you will be entrusting important matters to your Attorney, he / she should be an adult person (such as a relative or a close friend) whom you can trust. 

You have to engage a Lawyer (an Advocate & Solicitor in Singapore) to prepare the Power of Attorney using HDB's prescribed formats. You should always check and ensure that all particulars of the subject HDB flat, yourself ("the Donor"), and your Attorney are correctly and accurately stated in the PA.

There are generally 3 standard formats (see items 1 to 3 in the table below) prescribed by HDB which do not require HDB's prior approval, and you should inform your Lawyer of the purpose or purposes for the Power of Attorney.

Your Power of Attorney must be signed by you under seal in the presence of a Lawyer in Singapore, and thereafter, your Lawyer will deposit a copy of your Power of Attorney at the Registry of the Supreme Court and the Court will assign a Registration Number for your Power of Attorney.

If you are signing the Power of Attorney Overseas (outside Singapore), your Lawyer will send (by courier or airmail) the Power of Attorney to you so that you can make arrangements to sign it in the presence of a Notary Public or Singapore Consulate Officer in the country of your stay.

Once a copy of your Power of Attorney is duly deposited at the Supreme Court, HDB requires your Lawyer to furnish a Letter of Confirmation addressed to HDB that he or she has used HDB's prescribed standard format.

Notwithstanding the Power of Attorney, you must personally sign the necessary statutory declaration or other documents required by HDB relating to the purchase/resale of the flat.

In October 2002,  HDB has revised its requirements of submission of the original PA or a certified true copy from the High Court for sale, purchase or subletting of an HDB flat.

The new requirement is to submit to HDB any one of the following documents:-
 

	Type of Submission to HDB	HDB's Action relating to PA submitted
(1)	original PA (together with a photocopy of the PA), or	Returned to Attorney after use
(2)	certified true copy of the PA by the High Court (together with a photocopy of the PA), or	Returned to Attorney after use
(3)	2 certified true copies of the PA by an Advocate and Solicitor (together with 2 photocopies of the PA), or	Certified true copies of the PA by Solicitor will be retained by HDB
(4)	certified true copy of the PA by an Advocate and Solicitor together with the computer printout with the High Court seal where PA has been registered via the Judiciary's Electronic Filing System (EFS) (together with 2 photocopies of the PA). After submission, you may fax (6338 7678) or email us at  a copy of your Identity Card and / or your Attorney's Identity Card (optional). This is to ensure that there are no errors in the particulars submitted by you. Other arrangements may be accommodated.

>>> For Execution of PA Overseas, after submission, please send us a cheque for the charges issued in our favour (Loh Eben Ong & Partners). We require the payment prior to processing your application or sending the PA to you at the country of your stay.  All payments made are non-refundable.  

>>> For Execution of PA in Singapore, payment of our charges can be made when you attend at our office to sign the PA.

Please allow us about 2 to 4 working days to process your application. If you require the PA urgently, please inform us when you submit your application or contact Annie at (65) 6338 1810.

We do not however warrant or guarantee whatsoever that we will prepare the Power of Attorney within any time period or at all.

Once the Power of Attorney is duly deposited at the Supreme Court, we will send the original Power of Attorney in accordance with the "mode of collection" selected by you. Please allow at least 7 working days from the date of your execution of PA at our office or our receipt of your PA from overseas to deposit a copy of the PA with the Supreme Court and thereafter, release the original PA to you. We do not however warrant or guarantee whatsoever that we will release the original PA within any time period.

After the receipt of the original PA from us, your Attorney may then proceed to the relevant HDB Department:-
